Subsequent British attempts to provide a modern transport and revenue infrastructure, at the expense of traditional local custom (or indeed just at the expense of locals) resulted in varying degrees of unrest, and for campaigns against such difficulties Queen Victoria approved this medal in 1899. The bar for Lubwa's refers to Fort Lubwa in Sudan, which in 1897 was taken over by a group of Sudanese troops who had defied orders to go on an expedition. They escaped and were defeated at Kabagambi, now in Uganda. The bar for Uganda 1897-98 meanwhile refers to participation in an expedition into the Teita area of Kenya to deal with local unrest there. This medal was awarded to Sepoy Kale Khan of the 1st (Baluch) Battalion of the Bombay Light Infantry, part of the Indian Contingent in Africa.
