The exchange had been approved by the Museums and Galleries Commission for the Dept. of National Heritage, the National Heritage Memorial Fund, and the National Arts Collections Fund. A variation dated July 1992 to the Schedule to the Direction under Section 9 of the National Heritage Act 1980 gave authority for exchange to be made.
