Eldon (John Scott, 1st Baron Eldon, 1751-1838; Lord Chancellor from 1801 to 1806 and again from 1807 to 1827) and Wellington (Arthur Wellesley, 1st Duke of Wellington, 1769-1852; Prime Minister from 1828 to 1830) stand on the right, observing Brougham. Eldon says (printed speech in bubble above): 'We live in awful / times'. Shaftesbury (Anthony Ashley Cooper, 7th Earl of Shaftesbury, 1801-1885), and Lyndhurst (John Singleton Copley, 1st Baron Lyndhurst, 1772-1863), observe him from the left.
