Scope note

Originally, letters granted by a sovereign authorizing an individual to seize the subjects of a foreign state, or their goods, by way of retaliation or reprisal for injuries; later, specifically, any license or extraordinary commission granted by a government to a private person to command an armed vessel at sea to take an enemy's ships and merchandise.
