He asks himself: "How is the King's Government to be / carried on? - that is the question!"'. Signed with artist's monogram at lower left: 'HB'. Title printed below the border: 'A CABINET COUNCIL.'. The publisher's details printed below the border to the left: 'Published by T. McLean, 26, Haymarket, Novr. 28th. 1834.'. Printer's details below the border to the right: 'Ducôté & Stephen's Lithogy. 70 St. Martins Lane'. Printed above the border at upper right: 'HB Sketches No. 355'. No. 355 seems to have been published before No. 354.
